Industry Alert: Proposed Illinois Cannabis Storage & Distribution Changes – A proposal currently being discussed in Springfield could fundamentally change cannabis transportation and distribution operations in Illinois, including large-scale storage and distribution authority.

The vast majority of the Illinois cannabis industry has no idea that language is currently being discussed in Springfield that could fundamentally change how cannabis transportation and distribution operate in this state.

This proposal would authorize large-scale transport storage and distribution facilities with seven-day storage authority. These are not minor operational adjustments or technical cleanup provisions. These are major structural changes that could permanently reshape the Illinois cannabis supply chain.

Under the language currently being discussed, operators could build large-scale transport distribution facilities capable of storing cannabis products for up to seven days. This creates the potential for centralized distribution authority that could significantly impact pricing, competition, logistics, and market access across the industry.

This is not just a transporter issue.

If distribution authority becomes concentrated into the hands of a small number of operators, the ripple effects could impact cultivators, craft growers, infusers, brands, dispensaries, and ultimately consumers through increased costs and reduced competitive balance across the market.

What is most concerning is that the broader cannabis community has not had the opportunity to fully vet or meaningfully discuss changes of this magnitude before they are potentially advanced.

For more than a year, transportation-related concepts were discussed through workshops involving operators and participants from across the cannabis community. Throughout those discussions, we were repeatedly told that transportation-related changes needed to remain limited in scope and that broad structural changes to the transportation framework were not being pursued.

Because of that understanding, many of the concepts now being proposed — including seven-day storage and large-scale distribution authority — were never broadly workshopped with the industry.

We believe operators deserve transparency.
